Commissionerate of Tribal Development has been established in 1982 under Tribal Development Department to oversee the overall monitoring and supervision of the progress of the all tribal development programs. The Commissioner is assisted by Deputy Commissioner and Director, PTG and Joint Director, FRA. There are 8 Deputy Director and one Accounts Officer in CoTD who assist in day to day working.

The Commissioner, Tribal Development is the chief controlling officer for departmental budget sanctions and allocations as well as implements and monitors progress of all tribal developmental programs within the State. The Commissioner, in collaboration with other departments, implements Vanbhandhu Kalayan Yojana, Tribal Sub Plan and Constitutional safeguards for the tribes in the state.

Commissionerate formulates schemes for welfare and development of dispersed tribal communities including the Primitive Tribes and undertakes relevant implementation activities. It also performs co-coordination functions with respect to all TSP related matters and where necessary, between Collectors, Project Administrators, District Development Officers and any other officers/agencies at the district level; with the technical and administrative Heads of Departments at the regional or State level; with the Tribal Development Corporation, banks and any other agencies involved in Tribal Sub Plan activities for ensuring speedy implementation of the schemes, removal of bottlenecks and securing of funds including institutional finance. Scheduled Tribes (STs) are indigenous, have their own distinctive culture, geographically isolated and are low in socio-economic conditions. For centuries, the tribal groups have remained outside the realm of the general development process due to their habitation in forests and hilly tracts.

As per the 2011 census, the total population in the State was 604.39 lakh of which the tribal population, accounting for 14.76% of the total population, was 89.17 lakh. The literacy rate has increased to 62.5% in ST population. Since 2001, literacy rate has improved for the tribal communities. The gap reduced from 21.4% to 15.4%. Therefore, it is imperative to increase literacy rate amongst STs, particularly ST females. There are 26 Scheduled Tribe groups in the State.
